Unfortunately the tower cannot be visited. Locals told me about a restaurant on top of the tower, which is also closed currently.

We were fortunate enough to take the wobbly lift to the top during our visit in early 2006, and the views from the restaurant at the top were amazing at night. Since then it's not been open to the public, but it's still an impressive structure to look at.

The TV tower in Ruse is the tallest in Bulgaria - 204m. and it was the tallest building on the Balkan Peninsula till 2001. Unfortunately, there is not much you can do there at the moment. Several years ago (about 2005), there was an open snack bar on the top of the TV tower, with a great scenic view. Unfortunately, no one invests in that bar, so the TV tower is closed for visitors, for indefinite time.
